According to the above all, the company should complete all the issues relating to environmental protection of project in the whole process as follows:
1、Check the location of project
Electro-plant enterprises should pay attention to several principles:
(1) Take all the factors into consideration such as air, water, soil in
the scope of location when making the project plan.
(2) Land for pollution treated facilities and land for main project should be chosen at the same time.
(3) There should be a rational distance between project location and the uptown as well as some necessary landscaping area.
(4) Exhaust should be installed in the wind inferior
(5) Industrial land should not be used for commercial residential building
(6) The waste water plant should be located in the industrial zone
2、Prepare for EIA Report
As far as the scope of project is considered, the company must prepare for the EIA report on first-level (there are other two levels, i.e. Assessment Form and Registration Form ). The written report on the evaluation of the environmental effects of project shall include the following:
(1) a brief introduction to the construct project;
(2) the existing environment of the construction project;
(3) an analysis, prediction and assessment of effects that the
construction project may exert on the environment;
(4) protective measures for the environment of the construction project and technical and economic demonstrations of the measures;
(5) an analysis of the economic losses and benefits by the construction project to the environmental effects;
(6) a proposal for monitoring the environment of the construction project; and
(7) a conclusion on the evaluation of environmental effects.
The report should be ratified by Shanghai Environmental Protection Bureau. The bureau should make decision in 60 days after receiving application.
3、Three Synchronization—design
The company should design the project in accordance with the EIA report and its official reply, write the specific part on environmental protection.
4、Three Synchronization—build
The company must apply for the permission of building in the night when the project is beginning;, and the permission of trial production when the building is completed. All the documents should be prepared according to the pertinent regulations in Shanghai.
5、Three Synchronization—operate
The company must write the report on final acceptance of the project, it could put into operation after getting the permission from pertinent apartments.
6、Apply for some licenses
(1) The registration on pollution emission
(2) The pollution emission license
(3) The certification for reaching the electro-plating standards in Shanghai
(4) ISO14000 and SA8000
The above all is just an outline of procedure, there might be little change based on the investment data and the latest policies in Shanghai.
